- Subcommittee on Student Conduct for Veterinary Medicine Students
- Procedures. Unless otherwise noted in this appendix, the procedures of the subcommittee on Student Conduct for Veterinary Students will be substantially similar to those outlined elsewhere in this document.
- Member Selection.
- The subcommittee shall consist of three faculty members representing each academic department and four student members represent each Veterinary Medicine class.
- Faculty members of the subcommittee shall be nominated by the College of Veterinary Medicine (CVM) Committee on Committees for approval by the CVM faculty for two-year staggered terms. The Chairperson of the subcommittee shall also be nominated, designated, and approved in this process.
- Student members of the subcommittee shall be nominated by the Dean. The student members shall not be members of the Ethics Committee of the Illinois Student Chapter of the American Veterinary Medical Association (ISCAVMA)
- The Chairperson of the Ethics Committee, the faculty advisors of the ISCAVMA, and the Associate Dean for Academic and Student Affairs shall be ex-officio non-voting members.
- The Dean shall annually recommend the approved faculty members and nominated student members for appointment by the SCSD no later than May 1.
- Quorum Requirements.
- Quorum for original jurisdiction hearings and appeal hearings of the subcommittee shall be no less than four (4) members. The hearing committee must consist of at least one (1) faculty member and (1) student. The chair will count towards quorum.

- Ethical Standards
In all their relations with fellow students, instructors, and the public, students of veterinary medicine should conduct themselves as professional students, future members of a profession of which the primary purpose is to serve society. They should refrain from any act which may reflect adversely upon the dignity of the veterinary profession, not forgetting that a well-merited reputation for honesty, integrity, and professional ability carries with it its own reward.
Each course in the curriculum is intended to help students become more proficient in the acquisition of the knowledge, judgment and skills demanded of members of the veterinary profession and should be regarded, not as an obstacle to be surmounted with a passing grade, but rather as a challenge to obtain from the subject all that their capacities will permit. Dishonesty, indifference, or unethical practices in the pursuit of education indicate that students are failing to meet the obligation to society which they have imposed upon themselves by choosing the veterinary profession. Students are encouraged to read the Principles of Veterinary Medical Ethics in the current AVMA Directory.
The preparation of students for the practice of the profession is a grave responsibility and students who elect to study veterinary medicine should be fully aware of its seriousness. Therefore, "we the students of the College of Veterinary Medicine of the University of Illinois, realizing that any system of self-government is only as strong as the individuals who combine to make it live, do hereby adopt these standards as our guide".
It shall be an unethical act and therefore a violation of the Honor Code for any student enrolled in the professional veterinary medicine curriculum to:
- Fail to obey any rule or regulation as set forth in the Student Code, hereafter referred to as the Code. Attention is called to Article 1, Part 4, which address rules of conduct for all students.
- Fail to meet or fulfill an obligation to a patient or client.
- Fail to report observed violations of the Honor Code.
Each student shall enjoy the full rights of freedom of intellectual inquiry and expression, and this code shall in no manner qualify, limit, or restrict any student’s exercise of constitutional rights, including the rights of freedom of speech and of peaceful assembly. (See the Statement on Individual Rights, Student Code).
- Procedures for a Perceived Violation of the Honor Code
- Anyone observing a violation of the Honor Code reports it to a member of the Ethics Committee in writing.
- There are alternative procedures for faculty members. For academic integrity cases, a faculty member has the option of following the procedures and recommending imposition of the penalties explained under Article 1, Part 4 of the Code. In this case, if an instructor recommends dismissal or an action that will result in dismissal (e.g. a grade of F for the course), then the case must be referred to the College of Veterinary Medicine (CVM) Student Discipline Committee for a hearing. As an alternative, a faculty member who observes a violation of academic integrity, as defined in Article 1, Part 4 of the Code, may elect to report the violation to the Ethics Committee.
- The Ethics Committee member conveys the written report to the Ethics Committee Chair.
- The Ethics Committee Chair convenes the Ethics Committee to establish if a reasonable suspicion of guilt exists.
- If a reasonable suspicion of guilt is found, the Ethics Committee refers the issue to the CVM Student Discipline Committee.
- The CVM Student Discipline Committee conducts a hearing to determine if a violation occurred. This committee also determines the appropriate disciplinary action, if any.
- Students may appeal decisions of the CVM Student Discipline Committee to the Senate Committee on Student Discipline. The Office of the Executive Director of the Senate Committee on Student Discipline should be contacted for information on the appeals process.
- Anyone observing a violation of the Honor Code reports it to a member of the Ethics Committee in writing.
- Ethics Committee
The Ethics Committee is a committee of the University of Illinois Student Chapter of the American Veterinary Medical Association (ISCAVMA). It acts in a grand jury format to evaluate the evidence related to perceived infractions of the Honor Code. If the committee determines by a two-thirds majority vote of those members present and voting that there is sufficient evidence to suspect guilt, their findings will be forwarded to the CVM Student Discipline Committee, which is a subcommittee of the Senate Committee on Student Discipline.
- Membership
- The Ethics Committee shall consist of seven student members during the first semester and eight student members during the second semester and the faculty advisors of the ISCAVMA. All of the said members shall have voting privileges. The student members will be members of ISCAVMA.
- A quorum for any meeting of the Ethics Committee shall be a simple majority. The term of office shall be from fall semester to the beginning of the next fall semester, except as noted below.
- The Ethics Committee shall discharge its duties at any time required including those times when classes are not formally in session.
- The first year class shall elect one member at the beginning of the fall semester for a one-year term. At the beginning of the spring semester, the first-year class shall elect a second member to serve to the beginning of the next fall semester.
- At the beginning of the fall semester, the second-year class shall elect two members for one-year terms.
- At the beginning of the fall semester, the third-year class shall elect two members for two-year terms.
- If a matter is brought before the committee which requires a quorum for action and a member is unable to participate in the working of the committee because of circumstances such as clinic assignments, absence from campus, or illness, the member will appoint a substitute who will serve on the committee to the completion of the matter. The substitute must be from the same class.
- If a member is unable to discharge his or her duties, a substitute or replacement will be elected by class. If a committee member is either the respondent (the person responding to charges of violations) or accuser (the person bringing the charges), he or she shall be considered unable to discharge his or her duties for that case.
- Powers and Duties
- The Ethics Committee shall review and pass judgment on each case involving perceived violations of the Honor Code submitted by students, or on charges presented by the University of Illinois Police Department, the Office of the Executive Director of the Senate Committee on Student Discipline, the Dean of the College, or a member of the faculty, involving any student enrolled in the professional medicine curriculum.
- The Associate Dean of Academic and Student Affairs will call the first meeting of the committee during the first three weeks of the fall semester. The purpose of this meeting will be to:
- Elect a Chair and Vice-Chair, each to serve for a one year term. Generally, the Chair should be from the third-year class.
- Meet with the Executive Director of the Senate Committee on Student Discipline for a discussion of the basic charge to the committee and a review of the policies and procedures to be followed.
- Basic organizational purposes.
- The Ethics Committee shall orient the first-year class to the provisions of the Honor Code during the first month of the fall semester. A copy of this code shall be given to each first-year student prior to orientation. The Vice-Chair is responsible for implementing the orientation with the cooperation of the CVM Office of Academic and Student Affairs. Reorientation of the second, third and fourth year classes at the beginning of each year is also a duty of the committee.
- The Ethics Committee has the power to summon the presence of any student in the College of Veterinary Medicine to appear before it. Written summonses shall be sent to those required to appear at the hearing (responded and witness(es)) and shall designate the time and place of the required appearance. The summonses must be delivered no less than five days prior to the preliminary hearing. The summons shall notify the respondent of the nature of the allegations, and any other material facts asserted. The respondent may have access to evidence to be presented against him or her in advance of the preliminary hearing. The preliminary hearing may be held less than five days after the summons upon written petition by the respondent and unanimous agreement of the committee.
- In no event shall a faculty member be told that a particular student is under investigation, unless it happens that the faculty member is the accuser or is requested to appear as a witness. Similar confidentiality shall also be maintained with the student body; only those students who are directly involved shall be aware of the investigation.
- The Ethics Committee shall reach a decision of whether a reasonable suspicion of guilt exists for any alleged violation(s) within three days of the conclusion of the hearing(s) concerning the matter.
- If a reasonable suspicion of guilt exists, the incident is referred to the CVM Student Discipline Committee or the Disciplinary Officer for minor cases.
- The Ethics Committee shall submit an annual report to the College Student Discipline Committee at the end of each Spring semester.
- Membership
- Reporting a Violation of the Honor Code and Roles of the Ethics Committee
- Information concerning a violation of the Honor Code shall be reported immediately to an elected member of the Ethics Committee in writing. The committee member shall notify the Chair of the Ethics Committee. The Chair shall notify the Executive Director of the Senate Committee on Student Discipline that a matter has been referred.
- The Executive Director of the Senate Committee on Student Discipline may be invited to attend the hearing.
- The Executive Director should not comment upon the case to the Ethics Committee. However, he or she may answer questions presented to him/her by the Committee and advise with respect to procedures to be followed.
- The Executive Director may attend closed sessions of the ethics Committee in an advisory capacity. He or she may not participate in the Committee’s deliberations, but he or she may respond to questions on procedures asked by the Committee and advise the Committee on its procedures.
- The Chair shall preside at and appoint a secretary who shall maintain minutes of the proceedings of the Ethics Committee.
- The Ethics Committee Chair, with the assistance of the Committee, shall investigate. The investigation shall be limited to evidence concerning only the reported violation. The Chair shall request a written accusation to be signed by the accuser. The accuser may voluntarily present his or her accusation before the committee after obtaining permission of the Chair.
- Preliminary Hearing of the Case
- The respondent shall be informed and summoned to appear before the Committee as described in Item III B 2. If the respondent refuses to appear, the matter shall be referred to the CVM Student Discipline Committee.
- A written and signed statement by the respondent at this time acknowledging guilt will eliminate further investigation by the Ethics Committee, and the matter will be referred to the CVM Student Discipline Committee. However, if the respondent maintains his or her innocence, then the investigation shall continue with evidence being judged by the Ethics Committee.
- No other individual shall appear against the respondent except those summoned by the committee.
- The respondent is entitled to present his or her case before the committee and/or have an advisor. Presence of an advisor is intended to protect the rights of the student and not to interfere with the student-committee dialogue.
- The accuser(s) or any witness(es) adverse to the respondent shall be called by the Chair and heard first. Any cross-examination shall be conducted through the Chair; direct questioning will be allowed only in the exceptional cases when the Chair believes it is warranted.
- The respondent shall then be allowed to testify or present any other person as a witness on his or her behalf, subject to questioning by any member of the committee through the Chair. The respondent shall then be allowed to testify or present any other person as a witness on his or her behalf, subject to questioning by any member of the committee through the Chair. The respondent may call no more than three-character witnesses on his or her behalf. The respondent shall in no case be compelled to testify.
- Rebuttals and/or re-examination may then be permitted in turn by each side to an extent that is considered necessary in the Chair’s judgment.
- The Ethics Committee shall tape-record all testimony.
- If the Committee concludes that there is a reasonable suspicion of guilt (by two-thirds majority vote of those members present and voting), the respondent shall be so informed in writing and the matter shall be referred to the CVM Student Discipline Committee.
- No student shall be put in double jeopardy for the same offence before the Ethics Committee. A referral to the Ethics Committee shall not be reopened once there is a finding of no cause for referral.
- Minutes of the proceedings of the Ethics Committee, other written records and tape-recorded testimony shall be kept on file in the Office of the Associate Dean of Academic and Student Affairs. This information shall be retained until the graduation of the student or the voluntary withdrawal of the student from the CVM. Only members of the Ethics Committee, the Chapter advisors, the CVM Student Discipline Committee and the respondent and/or advisor shall have access to this information. The respondent and/or advisor shall have access to this information. The respondent and/or advisor shall have access to the information under appropriate supervision of an Ethics Committee member or Chapter advisor.
