Progression of Intervention for Non-compliance for Parties / Gatherings

The University of Illinois at Urbana-Champaign is committed to the safety of its students, faculty, staff, and visitors. As such, and in accordance with the State of Illinois Restore Illinois directives as well as Emergency Orders from the Cities of Champaign and Urbana and health guidance from the Champaign-Urbana Public Health District (CUPHD), the university will take the following actions regarding students exhibiting non-compliance concerning the hosting or attendance of/at parties or gatherings that might impact the safety or well-being of the campus community.

  • Student’s First Reported Incident: Office for Student Conflict Resolution (OSCR) staff would pursue disciplinary action against the student under any Student Code section warranted by the behavior described in the report. Possible formal sanctions would be Censure, Conduct Probation, and, in rare and particularly egregious cases, Dismissal.
  • Student’s Second (or Third) Reported Incident: Office for Student Conflict Resolution (OSCR) staff would pursue disciplinary action against the student under any Student Code section warranted by the behavior described in the report. Such cases would be referred to the Subcommittee on Undergraduate (or Graduate) Student Conduct, and the student involved may be considered for interim suspension.

Additionally, hosting a large event that does not meet social distancing guidelines, the wearing of facial coverings (e.g. masks), or adhering to State or local Emergency Orders, would be considered an egregious act and would likely be referred to a Subcommittee on a first offense. Similarly, Registered Student Organizations (RSOs), including fraternities and sororities that host such events would be considered for Revocation.

The Office of Fraternity and Sorority Affairs (FSA) has been in close contact with Chapter Presidents regarding COVID-19 safety guidelines from the State, cities of Champaign and Urbana, CUPHD, and the university. Expectations for safe, compliant assemblies have been shared. In addition, House Corporations are required to share information with FSA about adjustments to guest policies, mask expectations, and other safety-related measures. University COVID-19 printable safety materials have also been provided to Private Certified Housing (PCH) facilities with the expectation signs will be posted and educational materials shared with members.

In all cases, sufficient evidence would be required to enact enforcement of non-compliance concerning parties and gatherings.

Enforcement decisions fall to the Subcommittee(s) and the decision of the Subcommittee(s) is/are binding.
